(The 4th.application was granted under no

special conditions; but it appears to have been a merely tem-

porary concession owing to the breakdown of the existing ca-

bles).

The result is that the same Company holds

its cable rights on varying conditions. Apparently the Gov- ernment could make them take up their 1884 cable without giving them either notice or compensation; but the Government rights with regard to the cables laid in 1882 and 1883 are

much less clearly defined.

There are no more papers bearing on this subject. The original permission given to the E.E.Tel;Co. does not provide for the cancellation of the permission. On another paper a question has arisen of moving the lines, the Dock Company at Kowloon want to buy and reclaim the fore- shore when the Kowloon ends are landed. Please advise whe-
